. that's the fiscal cliff. we reach the brink in two days. let's go live now to dana bash on capitol hill. because of news of a setback. dana, what do we know? >> that's right. we got this word from democratic sources about a half an hour ago. maybe a little bit more. that they consider a major setback to be going on right now. a poison pill, something that the republicans offered last night and democrats rejected today. it's called technically chain cpi, the buzz word for it. what it means for real people and real terms, would be that social security recipients would see smaller checks on a monthly basis and that's why democrats are saying that this is a nonstarter. the president did propose this to the house speakers as part of a larger deal. he even talked about it again this morning on nbc, the president. but democrats are saying that they simply do not see this in this miner, smaller mini deal. they don't want to deal with the entitlement issue at all until a later date when they can deal with it in a broad sense. here's an example of what we heard a half hour ago from the republican

velshi is in new york, dana bash is live on capitol hill. we will start with you, dana. what has gotten lawmakers now not seeing eye to eye? >> reporter: actually, let me answer that by asking one of the members of the senate republican leadership, senator john thune, who just came out of the senate republican meet egg. senator, can you tell us where do things stand as far as republicans feel? >> well, look, republicans advanced a proposal last night. you heard senator mcconnell talk about that on the floor. we are still awaiting a counteroffer by the democrats. and there was an indication that we could have received that by 10:00 this morning. we have yet to receive it. but there are discussions that continue. senator mcconnell and vice president biden are continuing to discuss this and we think there perhaps still could be a path forward. the one thing that is a, you know, democrats come out and made a big deal out of chained cpi, republicans are very concerned that if that not be used as an offset to reduce or to replace some of the spending cuts that you would occur in the sequester

with fewer than two days remaining on the countdown clock, dana bash is on capitol hill. tell us what the main point of contention is now. >> there are few according to sources in both parties. the biggest one when it comes to the democrats, from their point of view, is the fact that republicans in an offer that they made last night included what is known as chained cpi in laymen's terms and in terms that matter to many americans, it would effectively make social security checks lower each month. >> we learned this from sources earlier. the senate majority leader, harry reid went to the senate floor and talked about the snag. list ton what he said. >> the one thing i do want to mention is that we're not going to have any social security cuts at this stage, that doesn't seem appropriate. we're open to just discussion about entitlement reforms, but we're going to have to take it in a different direction, the present status will not work. we're willing to make concessions as part of a balanced comprehensive agreement. but will not agree to cut social security. with 36 hours left until th

'm alina cho in new york. >> and i'm dana bash in washington. john and zoraida are off. >> a developing story in afghanistan. an adviser to the afghan police has been shot and killed by a woman wearing an afghan police uniform. the latest in the series of green on blue insider attacks and our pentagon correspondent barbara starr joins us live with details on that. good morning. how unusual is this? >> well, alana, sadly this is a story we've report sod often during the year, haven't we? the details on this attack are different in one respect. as far as we know this is a case where a woman, an afghan woman in a police uniform conducted this shooting and killing. a contractor in cab uhl police headquarters. the nato alliance has already announced the incident but not said the nationality officially of the contractor involved. this typically does not happen where the perpetrator is a woman. they are going to have to determine, of course, if she really was an afghan police officer or perhaps the uniform was stolen or she somehow came into possession of it. a continuing issue in afghanistan

correspondent dana bash is closely following the negotiations from capitol hill, and dana, you have been there and talking to people, and where are we on this? >> well, the senate majority leader harry reid was on the floor moments ago saying that the senate will reconvene at 11:00 a.m. tomorrow. the senate will reconvene tomorrow at 11:00 tomorrow, and that means no senate votes tonight which is not good news for everybody looking at the calendar and looking at the watch at this point and not the calendar to see that it is midnight tomorrow night that everybody's taxes in this country will go up. simply put, both sides are not at a place where they believe that they can come up with anything to put on the senate floor for a vote tonight. they will give it until the actual deadline, december 31st tomorrow, to reconvene. however, senator reid did say, don, that talks will continue tonight, so that is a good sign at least that the talks are continuing, but the fact that they are not voting tonight when everybody expected this would be the last, the last threshold tonight is not so good. no

? let's go to dana bash. dana, what do you think? is it promising? can they go it now? >> reporter: well, let's start there. it certainly has happened before between these two men, and it's happened before when democrats on capitol hill are either split or have gotten, frankly, just too frustrated with the republican counterparts to have conversations to be able to find bipartisan agreement. these are the two men who negotiated an extension of the bush era tax cuts for two years. that happened two years ago when republicans had a lot of political capital because they just won the house in a big way. whether or not these two men are actually going to be the ones to strike a deal, we're not sure, but we are told, our ted barrett and jessica yellin and i are told by multiple sources that it does seem that at this point, at this late hour, the talks are primarily centered around and between these two men, between mitch mcconnell, the senate republican leader, and joe biden, the vice president. harry reid, the senate democratic leader is certainly very well-informed. he's kept apprised of wha

is telling us no, that is not the case. i got jessica yellen standing by and we have dana barb who is standing by and they are there on capitol hill. what is the mix up between sending a plan and not sending a plan by the president? >> hi, john. the bottom line is both sides want to take action and before senat senator mcconnell decides whether to filibuster the measure and whether the other republicans in the party will filibuster, they have to see the details in the proposal. will there be an estate tax provision? how will unemployment which is expected to be extended? will it be paid for? what spending measures will be in this and spending cuts, etc. there will be more details spelled out and where will that come from? will it come from a phone call and staff here at the white house and spelled out by the staff of the senate majority leader harry reid. all that was is yet to be determined. perhaps senator connell's office believes it will come from different sources and there is a lot of potential for confusion with such little time left and so much pressure on the line. dana mi

to capitol hill now and our senior congressional correspondent dana bash. how do we expect to see things unfold over the next couple hours. we have a little over 30 minutes before they convene? >> that's right. we are told not to expect any big break throughs to be announced when they come in. but they are coming in at 1:00. i'm told by an aide to senator mitch mcconnell, the republican leader, we expect -- we should expect to hear from him. just to sort of give people a sense of the fact that they are still talking. again, don't expect him to show his cards because they are definitely still being held close to the vest because these talks are still continuing one floor below me where i am now. >> this morning, dana, both at 9:00 and now, so far, at noon, i've heard a lot of optimism from democrats and republicans. it's hard to tell often when a politician is about to get nailed for not doing something how much of this is wishful thinking and how much of it is actual. what are you picking up up there. >> i checked before coming on with you republican and democratic sources, they are sayi

with members on stand-by to return. senior congressional correspondent dana bash is following all of it for us. what are you hearing? >> there was a conference call of course members of the house leadership even, they're back in their districts, but there was a conference call today among those house republican leaders trying to figure out if and when the house should come back into session. two republican sources tell me they did not make a decision on this call. it's still up in the air. and a big reason for that is if anything can get done in the next six days, the ball is in the senate's court. the capitol is a ghost town. neither chamber in session. an eerie calm since the fiscal cliff only congress has the power to avert is less than one week away. from their home, senate democratic leaders is trying to figure out if the president's scaled back bill can pass congress at the 11th hour. >> there is absolutely no reason, none, not to protect these americans from a tax hike. at the very least, let's agree right now on what we already agree on. let's get that done. >> reporter: but to get tha

as of monday night without a deal. so pretty tight timeline there. >> what is the thinking at this point, dana bash, that most congressional leaders feel like going over the cliff, whether they will say it publicly is one thing, but going over the cliff might be better, because on the other end of it, you can vote for tax cuts versus raising taxes for a certain number of americans, politically speaking, isn't that a better scenario for them? >> it may politically be a better secenario for some congresspeople. but it will be a catastrophe because of public opinion, the way markets would respond on january 2nd. i think politically obviously it saves a little face, particularly for some republicans who don't want to vote for tax increases. taxes increase automatically, but it isn't without consequences and we're trying to get a sense today -- the meeting that you mentioned, 3:00 p.m. at the white house, congressional leaders with the president and vice president. coming out of that, i think we may have a better sense of exactly what direction this is going. if there is maybe a little bit of a kum
